Brzezinski focused on fears that success in Afghanistan would give the Soviets a direct line to the Indian Ocean. After urging caution in the memo, Brzezinski said, what is to be done? He said that the aid of Afghan resistance should continue. Quote, this means more money as well as armed shipments to the rebels and some technical advice, unquote. He then focused.
