0:00 How are you today, Bridget S.R.? Wonderful, wonderful. And how are you? I'm wonderful. So this is the chapter where we get into some of the meat of this book. The name of this chapter is Mobsters, the Spooks and George Bush, the Palmer National Bank story. And of course, we talked about the Palmer National Bank as Stefan Helper's project. So let's dig in.
0:31 The Palmer Bank, located just three blocks from the White House, really convenient. When Palmer opened its doors in 1983, the founding chairman of the board was none other than Stefan Halper, a political operative with absolutely zero banking experience. After Halper graduated from Stanford University and attended Oxford,
1:07 He joined the Nixon White House in 1971 as a domestic policy advisor. He has no experience at all in domestic policy. He just happened to have been recruited from the CIA at Stanford and then groomed at Oxford as part of the Praetorian Guard and runs right into the Nixon White House. He stayed there during Watergate and through the Ford administration.
1:39 holding positions in the Office of Management and Budget, which controls the money for the government, and the Office of Communications, and then moved over to the Chief of Staff. When Harper first began working at the White House, his father-in-law, anyone want to guess who that is? Because I told you, it was Ray Kline, Mr. CIA himself. That is Harper's father-in-law.
2:11 He literally married the CIA. Ray Klein was the head of the State Department's Intelligence Bureau. And remember, that office is the intelligence and research part of the State Department that was occupied during the Eisenhower administration by Eleanor Dulles. So it's the belly button for the CIA into the State Department. That's where Ray Klein was.
2:41 He's the coordinator for the CIA and the State Department that basically runs USAID and all of the other State Department apparatuses that do overtly what the CIA did covertly. Klein is a leading member of the CIA's old boy network. He had joined the CIA's predecessor, the OSS, during World War II. And where was he at? He was with Paul Helliwell over in China, setting up the opium trade.
3:12 Other OSS veterans on the China front included E. Howard Hunt, who was in charge of the plumbers at the White House that ran Nixon out and shows up in the JFK and all of the other apparatus. John Singlib, who is part and parcel of this entire apparatus. John Singlib is the guy that was at the World Anti-Communist League, too.
3:43 Mitch Warbell. Warbell. Where did we find Mitch Warbell III? Do you remember him? I wrote an entire thread about him. He's the guy that was running basically a terrorist training camp outside of Fort Benning where they moved the School of Americas outside of Atlanta and was producing silencers for automatic weapons. That Mitch Warbell.
4:11 and Paul Helliwell, as we just mentioned, many of the country's fiascos that touched the CIA, including the Bay of Pigs, Watergate, Iran-Contra, have involved one or more of the China OSS veterans. No surprise to us. Klein, who was a Harvard fellow when he joined the OSS, later served as the chief of stations in Taiwan, where Chiang Kai-shek set up operation.
4:43 And in Germany, which is where the Galen organization was running the stay behind units, and worked his way up to deputy director of intelligence before joining the State Department. And of course, we know he didn't join the State Department. He stayed in the CIA. He was just sitting in a State Department desk. He then went on to serve in conservative think tanks and posed as an expert on anti-terrorism.
5:17 the guy who's responsible for the terrorism, was serving as an expert on anti-terrorism. After the Democrats took over the White House in 77, Stefan Halper went to work as a legislative aide to U.S. Senator William Roth, R-O-T-H, the earlier mentioned Republican from Delaware with ties to the future attorney of Robert Corson. Then in 1980, Halper
5:46 was named policy director of the presidential campaign of George Bush Sr. When Reagan won the nomination, he joined the Reagan-Bush team as a policy coordinator. Klein, too, worked in the Bush campaign as a top foreign policy and defense advisor. Klein boasted during the primaries that he intended to organize something like one of my old CIA staff to help Bush win. He failed.
6:18 During the 1980 campaign, Halper worked in a select group that was trying to find out what the Carter campaign was doing. On July 7th, 1983, Leslie Kelb of the New York Times reported that Halper had been in charge of the operation to gather inside information on Carter's foreign policy. Halper concentrated in particular, according to the Times article, on whether Carter's people might be able to pull off an October surprise.
6:48 in getting the American hostages in Tehran released before the election. While, meanwhile, they were working on their own October surprise to keep them locked up. The Times quoted an unnamed sources saying there was some CIA stuff coming from Halper and some agency guys were hired. One former CIA official working for Halper during the campaign was Robert Gambino.
7:16 who had headed the CIA's super secretive Office of Security. Other ex-CIA, which means they were still CIA, worked under Gambino for Halper. In May of 1984, a House subcommittee came out with a report implicating Halper as the so-called Debategate scandal became known, in which inside information from the Carter administration ended up in the Reagan campaign for use in the debate.
7:50 between the candidates. The report stated that Halper, the director of policy coordination, either received or circulated non-public information from inside the Carter campaign. You know, just like they tried to do with Trump, using Halper. Quote, I may have seen a few pages of it, but I can't confirm any particular subject or format, Halper later told the New York Times. The subcommittee report concluded that James
8:20 Baker III, who was in charge of Reagan's debate group, had obtained the Carter material from campaign manager William Casey, another Mr. CIA, who went on to become the director of the CIA. Casey denied that he had provided Baker with any Carter materials, but the subcommittee believed Baker because of cooperation by Baker's aide, Margaret.
8:50 The Times reported that Baker and David Juergen, who both served in the Bush campaign during the primaries, brought Halper on board the Reagan campaign after the Republican National Convention. When the Times attempted to contact Juergen for comment about the story on Halper's gathering Carter's inside information, Juergen didn't return phone calls.
9:22 He's currently, when this book was written, the editor of the U.S. News and World Report. You know, the CIA running the news? Yeah. Instead, they called Klein, who then called the Times to deny any CIA connection to the Bush and Reagan campaign, which, of course, is what the CIA does.
9:46 After Reagan won the 1980 election, Halper was named to a newly created position as deputy director for the State Department's Bureau of Political and Military Affairs. State Department officials said the White House and Mr. Gergen in particular had applied a great deal of pressure to create this brand new position for Stefan Halper. Less than two years later, Halper resigned his position to organize.
10:16 the Palmer National Bank. He was put on a new assignment for the CIA. One of the five other organizers of the bank was Frederick Malek, M-A-L-E-K, also a veteran of the Nixon White House. As his personnel chief, Malek compiled figures for Nixon on the number of Jewish people among top officials at the Bureau of Labor Statistics. Several of these people were later transferred out of their top positions.
10:47 This came back to haunt Malik in September 1988 after George Bush named him deputy chairman of the RNC. He resigned this position after the Washington Post published a story about his earlier services for Nixon. He has, however, remained in favor with Bush, who picked him to manage the RNC in 1988 and then named him to direct an economic summit of world leaders in Houston.
11:16 During the summer of 1990, Malik is now the Bush-Quell campaign manager. Also in 1982, the same year Malik began organizing Palmer National Bank with Halper and others, Reagan named Malik a West Point graduate, Green Beret, Harvard MBA to the U.S. Postal Service's Board of Governors.
11:48 Other organizers of the bank was John Barnum, an attorney who was the general counsel at the U.S. Department of Transportation from 71 to 73, and deputy secretary of that department from 74 to 77. How convenient to be in charge of the Department of Transportation in the 70s. William Kilberg, an attorney who was the solicitor of the Department of Labor from 73 to 77,
12:19 and a member of Reagan's transition team on labor, and John Nebel, K-N-E-B-E-L, an attorney who had been the Secretary of Agriculture under Ford. The only organizer not from the Washington, D.C. area was Harvey McLean, Jr. He just happened to be a real estate developer from Shreveport, Louisiana.
12:50 Shreveport, Louisiana. You mean where Herman Beebe runs the show? Yes, the mafia guy. McLean's father was in the oil business in Shreveport. And at one time, he had worked with George Bush in Zapata Offshore Oil Company, which we've already associated with being connected to Operation Gladio, training Cuban exiles. According to a former top
13:19 official at Palmer. McLean went to prep school in Lawrenceville, New Jersey, and then on to Harvard. He earned an MBA from the University of Virginia and then went back to Shreveport in 66. McLean and Halper met while they were both working on Bush's presidency campaign in 1980. McLean was a full-time unpaid volunteer in Alabama. Harvey took
13:52 This is a quote. Harvey told me that there was a mutual friend in Houston who introduced him to George Bush. One time, Parker said, he and McLean spent two days driving Neil Bush, the candidate's son, around Birmingham. He had just gotten out of Tulane, meaning he just graduated from college. Also working on Bush's Alabama team was Margaret Tutwiler. Tutwiler is currently
14:22 James Baker's spokesperson. McLean may also have been on Bush's finance committee, according to Fred Bush, finance director of the campaign. And in the Dallas Morning News reported, when George Bush was just another Republican looking for his party's 1980 nomination, he spent several hours talking politics with Harvey McLean at a New Orleans fundraiser.
14:53 The full-time paid staffer for Bush during the Alabama primary was Peter Monk, M-O-N-K, who had worked in the Peace Corps for Nixon, which is interesting because we've already found a few CIA people embedded in the Peace Corps. This guy was really strange. He used to talk about Nicaragua all the time. He and Harvey became good friends. Halper, too.
15:23 remembers Monk and McLean being very good friends. Monk was a highly partisan Republican, like an attack dog, Halper said. Monk married into the DuPont family. After the 1980 election, McLean moved to Dallas and Halper went to work at the State Department. The following year, Halper was going to a foreign trade conference in China.
15:51 And, quote, there was an opportunity to bring someone along with me, Halper said, who might have an interest in the area, who was sort of a friend and so on. And so I asked Harvey if he'd like to go with me. Somewhere over the Pacific, we got into a conversation about banking. Now, mind you, I'd never been a banker. This is Halper talking. I was one of these guys who had a checking account with like $71 in it.
16:21 And banks frightened me a little bit. But Harvey said, well, you got to have a good bank in Washington. Look, if you will create the bank, I'll put up the money. So McLean put up the money to start the bank, almost $3 million. But McLean didn't pull this money out of his own pocket. It really came from McLean's good friend and financier, Mafia Herman Beebe.
16:58 He arranged a loan to start the bank from Bossier Bank and Trust. So this was a mafia bank. Palmer National Bank was a mafia bank. McLean seemed an odd match for Beebe, but they were tight and close, Prosecutor Joe Cage later said. He was Beebe's boy all the way. As of the writing of this book, McLean's ex-wife's numbered three.
17:32 In the early 1980s, a Dallas magazine called McLean one of the 10 most eligible bachelors in Dallas. One thing Beebe and McLean did share was a penchant for secrecy. Halper, of all people, who locked his door at the Reagan Bush campaign office, where his own boss didn't know what he was doing half the time, said of McLean,
18:00 He practiced a form of information control more carefully and secretly than anyone I met. Dale Anderson, the former Mafia King Herman Beebe's right-hand man, remembers that the Palmer loan was very unusual. We didn't have a piece of the action, he said, meaning that Beebe didn't retain ownership.

In a 1985 Comptroller of the Currency report on BB, it lists
19:30 Palmer National Bank as one of 12 national banks which Beebe owned some controlling interest or influence over the bank. Beebe's loan to McLean for developments in Shreveport for homes, apartment complexes, and commercial developments made McLean one of the biggest, if not the biggest, developer in all of Shreveport. When McLean moved to Dallas, Beebe introduced him.
19:57 to his business partner, Don Dixon. It was instant love. The same year Palmer National Bank opened its doors in 1983, Dixon had his Vernon Savings and Loan lend several million dollars to McLean to buy Paris Savings and Loan in a small town called Paris, Texas, near the Oklahoma border. One of Dixon's attorney,
20:25 was quoted in the San Diego lawsuit as saying that Dixon called Paris Savings and Loan his junk bank. Paris Savings lent Dixon more than $3.5 million on an $8 million mansion Dixon was building in Rancho Santa Fe in Southern California. But Vernon came crashing down on Dixon, failing spectacularly with 96% of its loans in default before he finished the mansion.
20:55 All told, McLean and his companies borrowed over $34 million from Vernon Savings. One of his companies, Iona Development, borrowed $17 million from Beebe Controlled Continental Savings, which was owned by Beebe's frontman, Carol Kelly. In addition, McLean borrowed millions of dollars from the following savings and loans that had connections to Beebe and would later fail.
21:23 Independent American savings in Dallas, Hiawatha savings in Kansas, First South savings in Arkansas, Sandia savings in New Mexico, and San Joaquino savings in Houston. In 1989, the federal receivers for Vernon Savings, Independent Savings, and Hiawatha Savings placed McLean in involuntary bankrupt because some
21:51 $28 million he owed them on default loans on Texas real estate developments. The bankruptcy also showed he owed Continental Savings $11.7 million in unpaid loans. All in all, it appears that the taxpayers had to absorb more than $40 million in bad loans taken out by Bebe's buddy, McLean, on savings and loan bankroll by Bebe.
22:20 In addition, Paris Savings and Loan failed in 1988 and was merged with 11 other insolvent Texas savings and loan at a cost to the American taxpayers of $1.3 billion in 1980s. Meanwhile, back at Palmer National Bank, officials were making various loans to conservative Republican PACs, including a $400,000 loan.
22:49 The National Conservative Political Action Committee. Other Palmer borrowers were political action committees for U.S. Senator Robert Dole from Kansas and Jack Kemp from New York, who was serving as George Bush's secretary of housing. Weird. So they were money laundering through Palmer National Bank on quote unquote loans.
23:22 to political action committees financing politicians. This is how the CIA money launders money into politicians. Another customer at Palmer was a conservative fundraiser, Carl Spitz Chanel, who was brought to the bank, according to a former top officer, by Halper. But Halper said he couldn't remember whether he brought...
23:51 brought him or not. He did say that he had never met Spitz Chanel in his life. I wouldn't know him if I fell over him. A typical line from a CIA guy. In February 1985, Chanel established an account at Palmer for one of his foundations. It was called the National Endowment for the Preservation of Liberty. I love their names. This foundation used White House briefings.
24:23 and private meetings with Reagan to raise $10 million for the Contras. When Congress had banned military aid to the rebels, Chanel was the first person to plead guilty to illegal activities in the Iran-Contra scandal. He was placed on a two-year prohibition from using the National Endowment for the Preservation of Liberty to help Oliver North raise donations for the military weapons to the Contras.
24:51 His actual conviction was based on telling donors that their contributions were tax deductible, but they weren't. So the National Endowment for the Preservation of Liberty was selling weapons to basically the terrorists that were trying to overthrow the Nicaraguan government. That's their definition of liberty. These private donations were channeled from that foundation account at Palmer.
25:22 to an account in Switzerland used by Oliver North for Contra fundraising for arms deals in the Iran portion of the Iran-Contra. The money would go from this foundation account at Palmer to an account in another Washington bank controlled by Richard Miller's IBC consulting firm to a company called IC in the Cayman Islands.
25:50 Because, you know, every legitimate banking transaction goes through the Cayman Islands. And then on to Lake Resources account at Credit Suisse in Geneva. That account was controlled by two people, Oliver North and Richard Secord. In March of 1986, the Liberty Foundation transferred $725,000 from an account at Palmer.
26:20 to an IBC account at another Washington bank. On April 9th, IBC wired $740,000 to IC in the Caymans, which then was wired $650,000 to Lake Resources in Geneva. And you notice they use slightly different figures as if that's going to throw off the auditors. This followed a note North wrote
26:51 on April 3rd to remind Secord to send $650,000 to Lake Resource. On April 16th, Secord reported $650,000 received today as reported by the banker. The Washington Post also reported that IC sent $21,000 to the Gulf and Caribbean Foundation, which was headed by Midland Oilman William Blakemore, who
27:21 is best friends with Walter Michener and George Bush. One of the mysteries of the Iran-Contra scandal involved IC, which was drawn in the middle of Norse chart found in his White House safe, outlining how he was funding the Contra operations. The Washington Post named some of the IC principals as residents of Georgetown on Grand Cayman.
27:52 but no other information ever turned up about who they were and the company, which later changed its name to Intel Cooperation. Not like that was a CIA front or anything. Several of the principals of IC were principals of a company headed by Houston airplane operator Jim Bath, who once told a partner he worked for the CIA.
28:24 Bath was close to Jack Trotter, a Michener associate, as well as to the sons of George Bush and Lloyd Benson. One of Bath's partners was named as a supplier of aircraft to the Contra Connected Operations. Bath is also the guy that retrofitted all the aircraft for the Saudi corrupt family when they would come to the United States. They always came to Houston and Bath.
28:54 would buy aircraft and then like gold plate them, spending millions of dollars to make them flying palaces. That was Jim Bath. Jim Bath also acted as a trustee for many of the rich Saudi people that came to Texas. In addition to holding deposit accounts for the Liberty Foundation, Palmer also made a loan to the Liberty Foundation to buy office furniture.
29:24 for its D.C. office near the White House. After Chanel was implicated in the Iran-Contra, his foundation fell on hard times and moved out of their fancy offices. Tags on the furniture in the abandoned reception room read, subject to a lien of Palmer National Bank. The Liberty documents obtained by the National Security Archive show that it had four bank accounts at Palmer by the end of April 1986.
29:53 Total deposits in those accounts were about $377,000. They also had a $10,000 certificate of deposit at Palmer. On June 14, 1990, a letter to the Houston Post, Webb C. Haynes IV, Palmer's chief executive officer, claimed in an effort to downplay the close connections between Palmer and the Liberty Foundation.
30:20 that Palmer was one of the several Washington banks that maintained bank accounts for the National Endowment for Preservation of Liberty. This statement is contradicted by their own documents on file at the National Security Archive. They state that on April 30th, 1986, the only other bank that the Liberty Foundation had an account with was for $5,000 was Irving Trust and New York Bank.
30:49 These documents also show large accounts with E.F. Hutton, the stockbroker firm. That's come up a couple of times. Was E.F. Hutton money laundering for the CIA too? After his guilty plea, Chanel testified in Oliver North's trial on charges of obstructing Congress, destroying government documents and receiving illegal gratuity. Chanel, a well-known homosexual,

31:48 claimed in his letter that Palmer has never made loans to or for the benefit of the Contra rebels, which is a bold-faced lie. Besides the question of how Hayes would know the ultimate destination or benefit of every dollar lent by Palmer, the loan to the Liberty Foundation certainly benefited the Contras. A former top official at Palmer said he was there when a loan to Ecuador for military trucks was discussed.
32:16 After he raised the question of the legality of such a loan, he never heard any more about it. Yeah, we'll just not invite you to the future meetings. Halper, who was eased out of Palmer in 84 after the debate gate scandal hit, said he did not know the bank was used by Chanel to funnel money to the Contras. Another big fat lie. But he did say that he knew Oliver North and that he was a friend. He said their daughters.
32:46 took the same pony class, stuff like that. You know, nothing big. In fact, Halper is featured in the very last entry of North's White House notebooks. The entry is the last one North wrote on November 25th, 1986, the day he was fired by Reagan for his part in diverting profits from Iranian arms sales to the Contras. North entitled the entry Legal Defense Fund. Underneath the heading, North wrote,
33:15 Halper's name, along with the name of Chris Lehman, the brother of the former Secretary of Navy. When Halper was asked about it, quote, we at the time thought we might be able to help him, North, in the development of a legal defense fund. The fund got off the ground. He did develop a legal defense fund. We got trustees and put it in place, unquote.
33:45 After Halper left the board at Palmer, he was installed as chairman of the National Bank of Northern Virginia, a bank Palmer expressed interest in purchasing at one point. An attorney for this bank was J. Curtis Herge, H-E-R-G-E, who was also an attorney for the National Conservation Political Action Committee, which borrowed more than $400,000 from Halper at Palmer.
34:15 Herge was an attorney for the Nicaraguan Resistance Education Fund Foundation. It was an organization that lobbied on behalf of the Contras. And when Chanel and the Liberty Foundation got into trouble with its donations, Herge represented the organization and made statements on its behalf. At the same time that the Liberty Foundation was sending money through Palmer to the Contras, Halper's father-in-law, Ray Klein,
34:47 was advising GeoMilitech, a firm associated with retired Major General John Singleton, one of the principal leaders of private efforts for the Contras. Klein told the Joint Congressional Iran Contra Committee that the fee for his advice to GeoMilitech went to his company, SIFT Incorporated.
35:15 whose stockholders were members of his family, including a daughter who was married to Harper. Klein told the committee that he was advising GeoMilitech on selling arms to the CIA and foreign governments. Singleb, a consultant to GeoMilitech, and Barbara Studley, the head of GeoMilitech and former Miami radio show host, had earlier
35:43 arranged for the sale of $5 million in weapons to the Contras. So, GeoMilliTech is a CIA front company. One Palmer loan that benefited Beebe and some other savings and loan crooks, including Don Dixon, was a quarter of a million dollar participation Palmer purchased from Beebe's life insurance company, Savings Life. The loan was
36:13 on a 5,000 square foot beach party house overlooking the records at Salona Beach, north of Solana Beach. I forget how Warhamster told me to say that in San Diego. The very same one that involved in the lawsuit that named both Bebe and Charles Bazarian as defendants. So Palmer, the CIA bank, was involved in the purchase.
36:42 of the slutty beach house where they had crazy parties, if you're keeping up. As previously noted, Don Dixon wanted to put some distance between himself and Bebe, so Dixon had most of Bossier Bank loan on the beach house transferred to McLean Paris Savings, that tiny little savings bank in Paris, Texas.
37:08 In a deposition in the lawsuit over the beach house and the loans, McLean testified that Paris had bought 71% in the savings life loan. An affidavit by an attorney for the beach house owner stated that Palmer National Bank bought a quarter of a million dollars of a loan from savings life. So everybody had an interest in the slutty beach house.
37:35 In his letter to the Houston Post, Palmer CEO Hayes stated in an obvious attempt to distance his bank from Beebe, quote, in August 1983, when Palmer had recently opened and was seeking loans, Palmer purchased a quarter of a million dollar participation in a well-secured mortgage loan from Savings Life Insurance Company. The transaction was handled exclusively by Mr. Waters, the president of the Savings and Loans.
38:04 Savings Life. Savings Life agreed to repurchase the participation from Palmer on demand. In October 1984, Palmer was paid in full. Of course, Savings Life was totally controlled by Beebe, and the Mr. Waters referred to by Hayes is John Bennett Waters, who was also at the time the president of Beebe's AMI, which is his umbrella company that owns everything.
38:33 According to the 1985 Comptroller of the Currency report on BB, Waters had large troubled loans at several BB-controlled banks. At this time, Palmer National Bank, in the spring of 1985, McLean's Palmer stock loan at Bossier Bank and Trust was sold to San Joaquin Savings and Loan in Texas. This was just months after BB had been convicted of defrauding the small business.

When Art Leiser, the chief examiner for the Texas Savings and Loan Department, found out about the Palmer stock loan at San Joaquino, he blew up, saying, I called them up and chewed their ass out. What do you think you're doing? I asked them. They don't make those kinds of loans. They only make true blue home loans.
39:31 That's what the savings and loans was for. Leaser said he couldn't find out why San Joaquino, which is different from San Joaquino Savings in Houston owned by Southmark, made the loan. But an examination of the board of directors around this time showed two familiar names, Ben Rogers and Victor Rogers. This is the Victor Rogers that is the uncle.
40:00 of Victor Rogers II, who was John Riddle's law partner. Again, you just sing, it's a small world. Ben and Victor are two members of the Roger clan in Beaumont, which founded Texas State Optical Chain. The Rogers immigrated from Chicago to Beaumont in the 1920s. They changed their name from Rubenstein. That's a weird change of names.
40:32 Rogers? Rubenstein? Huh. When the Caesar Palace Casino in Las Vegas opened its doors in 1966, the biggest stockholder was Jay Sarno, who was identified in federal reports as a frontman for the Chicago mob.
