Primarily, he had come to South Florida and started killing all of the Cuban exiles that the CIA was using to traffic all of their drugs throughout the United States and replaced them with Colombians to do it for him.

And if you're going to narco traffic here, you have to play by the CIA, FBI, DEA rules. And they have lots of rules for how you do it.
