General Clay, who was the military governor of Germany, like MacArthur was the military general of Japan, had become firmly convinced.

So when you try to research it, you're going to come up with something different. So a lot of these are plausible deniability similarities. 8:52 was the designated controlling body for the formation of Western stay-behind units. In Daniel Ganser's book, which we've talked about, Operation Gladio, NATO Secret Army, the mission of the WUCC was to carry out peacetime preparations against the eventual Soviet invasion, as the excuse.

9:22 In April of 1948, President Truman signed the Marshall Plan, granting $5 billion in aid in $48. $5 billion to 16 European countries. Directing the Marshall Plan was Richard Bissell, a Yale graduate logistics expert, who would later rise to deputy director of the plans at the CIA. And keep in mind, plans.

9:52 unlike what it sounds, is the operational element that was deeply involved in Gladio. So you can imagine that if you're on the cusp of setting up Gladio and you need to put all of these, the weapons, the money, the comm equipment, the explosives, and you have to get them all into these.

Bissell's role also included a top secret assignment to coordinate logistical and cover support to the CIA in the formation of covert networks to fight communism in Europe, which we know as Operation Gladio. Bissell worked very closely with the CIA in a private, basically like...

Hidden within the Marshall Plan was secret funding for covert operations which were transmitted through the Economic Cooperation Administration, ECA, to the CIA and other supporting elements of the clandestine schemes.

These were the intelligence services of various Western countries, like MI6 and the BND in Germany. The SPG network within the World Commerce Corporation, because that's like the privatized version. And regular military advisors.

It's a vital point to remember when analyzing Otto Skorzeny's heavy involvement with MAG. Donovan is also confirmed to have been in Paris in that summer, along with several other former OSS officers, most of whom later joined the CIA. Howard Hunt, later of Watergate fame and key member of the Skorzeny story, because we're going to hear a lot more about him because he's in every one of our stories too. 16:41 a Panama-registered private anti-communist network eerily akin to Donovan's World Commerce Corporation. June of 1948, a date just ahead of Skorzeny's escape from Operation... Well, hold on. So there's a period of time where if you read a generic history of Skorzeny that he escaped, we're going to go over it, but...

17:12 He didn't actually escape. Operation Bloodstone, a major clandestine program involving anti-communists, which we translate as Operation Gladio, using East European immigrants, essentially former Nazi collaborators, was approved by the State Army Navy Air Force Coordination Committee.

17:40 or the SAN-ACC, which also becomes a part of NATO, this official body directed all U.S. covert activity. Selected to lead the Bloodstone Project was veteran OSS officer Frank Wisner, who had been very instrumental in the formation of the post-war intelligence network under Alan Dulles, i.e. Gladio.

18:09 Wisner fell under the State Department policy staff headed by Foreign Service Officer George Kennan. But remember, Wisner then gets moved over to the policy section of the CIA once it's up and running. Kennan was also an expert on the Soviet Union and the guiding force behind the Bloodstone Project. Wisner headed the Office of Special Projects, which implemented Bloodstone.

18:36 Two other important individuals active in the development of Bloodstone Project was diplomat Robert Murphy and a U.S. Army counterintelligence officer, Colonel Boris Pash, P-A-S-H. There is no revelation in this book more important than gaining the confirmation of Skorzeny's hidden role in the post-war covert operations than a document issued by the National Security Council on June 18, 1948.

19:07 The timing of the document is also important as it authorized only one month before Skorzeny's escape, which is in parentheses, from the holding facility that he was in in Germany. This landmark directive laid the foundations of the modern national security state. It vastly increased secret operations and

19:32 Issued specific guidance for all types of clandestine activity, including white and black propaganda, economic warfare, preventative direct action, including sabotage, assistance to underground resistant movements. And resistant movements is by their definition, not really resistance. It's whoever they want to come out on top. They become the resistance, not necessarily the good guys.

It also authorized violations of international law and deception in the interest of national security. It served as the baseline document for plausible deniability, planning, and execution of covert operations. The development of Directive 10-2

20:30 was a highly guarded secret and very few individuals in the government knew of its existence. The architect of 10-2 was the previous mentioned George Kennan. He laid out a top secret paper dated February 24, 1948. The paper was used as the basis for drafting Directive 10-2. The three main areas of contents was overt assistance, clandestine assistance, and counterforce.

21:02 Kennan identified overt assistance as the use of trusted private citizens and public committees to mobilize interest and support for selective immigrant factions in the U.S. and Europe. Now, keep in mind, I'm going to go over this, trusted private citizens. So this is not at all using government employees. This is leveraging their own.

21:32 private, basically like a paramilitary organization or a paragovernmental organization, public committees, which are basically nonprofit and other government committees, to mobilize interest, which is basically created, and support for selected immigrant factions in the United States, in Europe. So this is the CIA.

And I find it amazing that this is written down and still in effect, by the way, when they tell us that China is using Chinese people in the United States. Well, guess what? So are we. Clandestine assistance was support.

22:32 so the second part of it, clandestine assistance, was support to anti-communist factions in countries outside the Soviet orbit, which, again, anti-communist factions is anybody that's a Gladio operator. So this is actually authorizing Gladio operations outside of the Soviet orbit under the guise that they may gain power or influence.

23:03 And finally, counterforce. It was described as, quote, outright paramilitary actions, unquote, which we now know is terror events, assassinations, whatever. Kennan also articulated in a general implementation of 10-2, the, quote, general direction and financial support would come from the government, unquote. And then, quote,

23:32 Passed to a private American organization or organizations, unquote, meaning business enterprises or CIA front company, bank, NGO, whatever. These would be, quote, composed of private citizens, unquote, with field offices in Europe and Asia.

23:56 The use of private organizations and citizens is a clear reference to the World Commerce Corporation and the SPG already in the field, having earlier been suggested by Donovan to the Defense Secretary Forrestal. I think that was a mosquito. Skorzeny's papers that revealed scores.

24:19 scores any shocking connection to all of the components laid out by George Kennan and approved under NSC Directive 10.2. Going forward, the author will use Directive 10.2 to reveal Skorzeny's participation in all of these covert activities. Each objective, overt assistance, clandestine assistance, and counterforce will be noted as they appear in the timeline.

24:47 Ultimately, the reader will see Skorzeny's post-war covert undertakings match verbatim the wording and instructions issued by 10-2. It's critical to note that Bloodstone Project was the use of a private American organization to dovetail with Bloodstone. It is clear that World Commerce Corporation is that private organization. 26:11 A major part of the Bloodstone operation was the use of the International Relief Organization, or IRO, as a cover for operations. Lieutenant Colonel Kubler, K-U-B-L-E-R, had confirmed that the DDU was using the IRO as a means to secure scientists, engineers, informants, and intelligence operatives from the clutches of the Soviet Union.

26:38 The underground system, later dubbed the Rat Line, was associated with the relief organization. The Catholic side of the relief operation was headed by Croatian priest Father Kronoslav Dragnakovic, whose activities were secretly sanctioned by the Vatican. The American side was ran by Dr. Morton Royce, R-O-Y-S-E.

27:06 an experienced OSS officer who headed the IRO. Royce was often in contact with other former OSS officials serving in the CIA. Father Drogkovic could not work openly with U.S. intelligence officials, so his means of carrying out secret activities was facilitated by CIC and CIA operatives through the IRO.

27:35 Again, plausible deniability, right? One of the intelligence officers working for the priest was Major Robert Bishop, a Chicago lawyer who served in the OSS during the war. A highly significant fact concerning Major Bishop is he served immediately after the war as the legal officer assigned to compile Otto Skorzeny's SS records in preparation for the trial.

28:06 This means Bishop would have worked closely with the previous mentioned Judge Duval, who received a presentation gift from Skorzeny after the trial. In 1947, Bishop accepted an assignment as an independent operator working for the CIA under Wisner, setting up intelligence networks in Romania. Wisner had been Bishop's superior during the war.

28:36 In January 48, Bishop moved again, this time to a position in Italy with the eligibility office of the International Relief Organization. And what do we know about Gladio? That Italy was the single most important initial Operation Gladio event in the overturning of the 1948 election there.

29:05 to thwart communism. What it was is to ensure that they elected the Western friendly guy that the CIA and the West wanted elected. Bishop would have worked very closely with Captain Koning, C-O-N-E-I-N, who was arranging agent movements. Bishop would have also been privy to Skorzeny's secret records and with Skorzeny's purpose.

29:34 and with Skorzeny personally. Bishop later stated he did not believe Skorzeny was guilty of war crimes and let his superiors know it. He wrote in an official report that Skorzeny was the bravest man I ever met. Nothing like prejudicial preparation for a trial, right? Captain Paul E. Lyon, L-Y-O-N, of Army Counterintel, worked closely with the IRO.

30:04 would later recall that Bishop was involved in constructing a highly secret underground escape operation into a large-scale military force. Large numbers of underground troops, military supplies, sea evacuations, air evacuations, and the like for clandestine warfare against the communists. Lyon's statement confirms the ties between Wisner OPC operations and the IRO.

30:31 So basically what they're saying is this Captain Paul Lyons in the Army has validated this mass movement of logistical support to create this entire network of Operation Gladio. The CIA chief in Italy during this critical period was another former member of OSS, James Jesus, or Jesus, however you say it, Angleton.

30:58 who comes up repeatedly in all of our Operation Gladio. Angleton will eventually rise to be the legendary member of the CIA and the foremost counterintelligence officer. Wisner and Angleton will be the continual focus of research in this book and their early positions of authority in the CIA because they became a critical element in the operational use of Otto Skorzeny by Western intelligence.

31:30 So, let's see. Senior Bissell. Oh, that's interesting. So, he was also part of the whole, yeah, the Skull and Bones, the CIA Cultural Engineering MK Ultra. Yeah, he's a bad dude. By the 1st of July, all of the final preparations and authorizations has been completed in Skorzeny.

32:02 was merely waiting for the signal from USS Intelligence to bolt from captivity, his escape. Part of his internment, let's see, he writes in his memoirs that later part of his internment that he received a letter postmarked in Paris from British SOE officer Yeo Thomas, the white rabbit, the guy that helped him get off.

32:32 who had come to his defense during his trial, was the long-awaited signal from Dollivan, the SPG guy. So Commander Yeo Thomas told Skorzeny in the letter, quote, you did a jolly good job during the war. If you are ever looking for a place to stay, I have a home in Paris. Escape, unquote.

32:57 The timing of this letter is imperative and a clear cryptic reference by Skorzeny's revealing the hidden forces behind his escape, which was Donovan's secret group. So he didn't actually escape. The CIA coordinated a safe house for him to stay and sent the flag for him to go ahead and leave custody. With the approval from military intelligence to look the other way, Skorzeny made his escape.

33:28 On the night of July 25th, 1948, Skorzeny himself gives the reason as simply having had enough of captivity, especially given the fact that he was not guilty of any crimes. Three years and two months seemed to me to be enough. I wanted the American colonel, who was commander of the camp, that I decided to get away. He didn't believe me. But two hours later, I installed myself with some difficulty in the trunk of his car.

33:57 The German driver who was going shopping for the camp commander unwittingly drove me through all of the checkpoints. I don't believe that for a minute. It was Arnold Silver in a book called Questions, Questions, Questions, who admits Skorzeny was released on official authority from Frankfurt War Department Detachment, i.e. CIA.

34:27 As for Arnold Silver, at the end of June, he would resign from the Army and return to the U.S. Not surprisingly, by 1948, he was in the CIA and was promptly scheduled for operational assignment, and this is not the last time we hear of Arnold Silver. Skorzeny, meanwhile, went underground to begin the development of his contacts and putting into place a personal undercover apparatus in anticipation of further

On the very day of Otto Skorzeny's release escape in July of 1948, friends on the outside had arranged for a suitcase to be secreted to a nearby railway station. Friends were members of his old commando unit working undercover for Western Intel. Part of the overall operation, a rescue of Skorzeny's wife, Anna,

36:21 occurred simultaneously in Austria. This rescue was to safeguard her capture by the Soviets. Skorzeny had been briefed by Arnold Silver on Soviet plans to kidnap him prior to his release. July 31st, a local newspaper of Franklin, Pennsylvania, picked up the story and printed the headline, Wife of Nazi Spy Missing from Home.

36:47 It described the disappearance of Anna Skorzeny from her home in the U.S. zone of Austria three days ago. The date of the event coincides with Skorzeny's escape. The two events are linked. Since the securing of Skorzeny's wife occurred in Austria, it's critical to point out that CIA operations in that country during the period were controlled by Alfred Umer, U-L-M-E-R, chief of station in Vienna.

37:17 Ulmer was a former naval intelligence officer who served General Donovan in the SOS. Ulmer had arrived in Austria in 1946, and by 47, he was in charge of all CIA operations in the country. A Princeton grad, he would eventually rise to the senior level of CIA officers. Ulmer's deputy, John Richardson, was a former Army CIC counterintel officer.

37:46 Both men were dedicated Cold War warriors. It's documented that Ulmer conducted extensive covert operations in Austria. Ulmer also maintained excellent working relationships with the U.S. Army counter intel, as well as French and British. Ulmer, as a senior CIA officer in Austria, would have been aware of the Skorzeny.

38:16 So what's important to point out is all of these organizations that we later found out in our original Operation Gladio all have CIA operatives in them immediately in the aftermath to set up all these stay-behind units. 38:51 Bavaria, which is where he was originally from. There's a safe house that's been arranged. This was later confirmed by Skorzeny's third wife, Els, in an interview. Perhaps not by coincidence, the safe house was located in the same mountain region where Skorzeny carried out his final orders for the Third Reich. Interesting document found in the Skorzeny archive was the identity booklet.

This booklet contained a photograph of Skorzeny in civilian attire and identifies him as a journalist under the alias Rolf Steinerhardt. Important here is the all press in Germany was controlled by U.S. intelligence through the Army Information Control Division, set up by Eisenhower, Chief of

39:50 psychological warfare, Brigadier General Robert McClure. The issuance of this particular identity booklet is a dead giveaway that Skorzeny was assisted by Western intel. And also interesting to note, as we know, the press was their favorite thing to hide behind because it gave them plausible deniability of traveling around to various countries, multiple passport activity.

40:19 under the guise of being a journalist, so that kind of matches up with what we found out in Portugal in the Genter Press, and they had the capability of making any kind of identification for anybody, and it all looked real. The safe house used to shelter Skorzeny was a mountain lodge rented by Countess I.L.S.E. von Fickenstein.

From this point forward in Skorzeny's history, she will be the key conduit through which Skorzeny will communicate with numerous contacts. 41:18 As Els admitted that she fell straight away for Skorzeny's stating that Otto is a fabulous looking animal. He had everything you would want in a man, lots of charm, charisma, and a good sense of humor. She also stated that Skorzeny was in contact with a U.S. controlled intelligence entity known as the Galen Organization, which is Gladio.

The Galen organization deserves more than a passing mention. In fact, the organization was the integral part of the backstory to Skorzeny's Cold War saga. The Galen organization was named after General Reinhard Galen, Nazi, former.

42:14 chief of intel for the foreign armies. Galen had been one of Hitler's foremost authorities on the Soviet military and its associated industries. In 1944, Galen had determined that Hitler's policies and failed military strategy would end Germany's defeat. Hitler was unwilling to accept Galen's factual intelligence assessments and fired him. There's a little bit more to that story.

42:45 Galen had a keen understanding of military situations. He predicated a post-war conflict between the West and Soviet Union over spoils of a conquered Germany. So we know that in 1942, Galen had already started setting up Gladio operation, stay behind units. And he was doing it during the war in German occupied...

But what was happening is many of those areas where he was setting these things up, as soon as he would set them up, the Soviet Union had such outstanding intel on what was going on, they were getting all executed as soon as they were set up.
